  今天,我们召开新时代文明实践中心建设动员大会,

  主要任务就是要全面启动我市新时代文明实践中心建设工 作,安排部署工作任务,树起新时代文明实践中心建设的 新旗帜,以最强决心、最新思路、最大力度、最实举措, 推进我市新时代文明实践中心建设工作。参加今天会议的 有:市委常委、宣传部长王玉娥,市文明办主任军强,市 文明办志愿服务科科长田景强。以及我市市级四大班子主 要领导和分管领导,各镇(街道)党委书记,各单位、各 部门的主要负责同志或分管同志等。

  今天的会议共有六项议程,现在进行第一项:请市委 常委、宣传部部长丁领战同志代表市委、市政府全面安排 部署**市新时代文明实践中心建设工作。

  会议的召开标志着从今天开始,我市新时代文明实践中心 建设,就进入了全面实施的阶段。希望全市各级各部门务 必高度重视,严格按照会议精神,切实抓好落实。会后, 各镇办、各部门要认真组织机关干部、辖区村组干部学习 贯彻这次会议精神,并结合各自工作实际,把握重点,细 化分解工作任务,层层落实工作责任,确保工作有重点、 有步骤、有效果。要下大力气,采取行之有效的措施,强 力推进,确保新时代文明实践中心建设工作有序开展。

  下面,我就抓好我市新时代文明实践中心建设工作提 三点意见:

  一、提高政治站位,深刻把握建设新时代文明实践中 心的重大意义

  建设新时代文明实践中心,是中央部署开展的一项重 要工作,是推动新时代中国特色社会主义思想深入人心、 落地生根的重大举措,是进一步加强和改进基层思想政治 工作的迫切需要,是推动乡村全面振兴、满足农民精神文 化生活新期待的战略之举。我们要认识到,乡村振兴是全 方位的振兴,农民不仅要“口袋富”,也要“脑袋富”。为 此,我们要通过推动新时代文明实践中心建设,全面提升 农村精神文明建设水平,加快推动实现乡村全面振兴。一 要通过文明实践提升农民素质。我们推进新时代文明实践 中心建设,就是要把文明实践站建到各个村里,全力打通

  宣传群众、教育群众、服务群众的“最后一公里”,及时 把上级会议的精神、惠民利民的政策、创业就业的技能送 到田间地头,送到老百姓手上,切实帮助广大农民提升自 身素养和致富能力,为实现乡村振兴打牢基础。二要通过 文明实践丰富农村生活。进入新时代,广大农民对精神文 化生活有了更大的需求,但客观讲,当前我们基层精神食 粮供给还远远跟不上群众的需求,我们开展文明实践中心 建设,就是要在这方面补齐短板,通过建设各类文明实践 基地,通过开展各类文化下乡活动,把更多具有浓郁乡村 特色、充满正能量、深受农民欢迎的文艺作品,把丰富的 精神食粮送到老百姓跟前,满足群众日益增长的精神文化 需求。三要通过文明实践传承本土文化。**是省级历史文化 名城,廉政文化、名人文化等历史文化遗存和资源十分丰 富。我们推进新时代文明实践中心建设,就是要把独具**特 色的本土文化传承好、弘扬好,创造出更多的**文化精品, 让有千年底蕴的**文化更有深度、更有温度,切实增强**文 化的认同感和美誉度。我们全市上下一定要从战略和全局 的高度,深刻认识建设新时代文明实践中心的重大意义, 为新时代文明实践作出探索、作出表率。

  二、强化目标任务,推动新时代文明实践中心建设走 在前列

  我们全力推进新时代文明实践中心建设工作,目标就 是要统筹推进,力争走在市乃至全省前列。具体来讲,我 们要重点抓好“五个一”:

  第一个“一”是搭建一套体系。新时代文明实践中心 建设最基础的工作是要建立新时代文明实践中心机构,然 后依托这个体系,再延伸开展党的政策理论宣讲、志愿者 服务等各类活动。根据上级要求及工作需要,我们将组建 “市、镇、村”三级工作机构,实现全域推进。在市级层 面,成立市新时代文明实践中心。由市委书记军政同志担 任主任,相关市级领导担任副主任。实践中心负责全市新 时代文明实践中心工作的组织领导和统筹协调。办公室设 在市委宣传部,办公室主任由市委常委、宣传部长丁领战 同志担任。这个新时代文明实践中心,就是**市新时代文明 实践中心工作的“司令部”,负责全市面上各项工作的推 进。在镇级层面,设立镇(街道)新时代文明实践所。由 镇(街道)党委书记担任所长,镇长(街道办主任)、副 书记兼任副所长,设立专职副所长和专职工作人员。主要 职责是发挥承上启下作用,负责按照统一规划部署,结合 实际抓好落实。并做好镇(街道)所辖区域新时代文明实 践活动的统筹策划与组织安排。这里特别强调下,镇(街 道)党委书记作为第一责任人,一定要尽职尽责抓好这项 工作,抓出成效、抓出经验。在村级层面,设立村(社

  区)新时代文明实践站。由村(社区)党组织书记担任站 长,村委会主任(居委会主任)担任副站长。主要任务和 职责是负责全村(社区)新时代文明实践活动的统筹策划 与组织落实,确保基层的文明实践工作有人负责、有人推 进。

  第二个“一”是建立一批平台。推进新时代文明实践 中心建设,必须要有一批实践平台作为依托,提供更加优 质的服务,满足群众在公共服务方面的需求。我市新时代 文明实践中心将建设理论宣讲、教育服务、文化服务、科 技科普服务、健身体育服务“五大平台”。充分发挥我市 各职能部门的作用,按照机构、人员、资源设施等权属不 变原则,通过融通全市基层公共服务阵地资源,实现资源 整合,平台融合,统一调配,统筹使用,协同运行。

  第三个“一”是建强一支队伍。就是要通过组建文明 实践宣讲团和志愿者队伍,深入开展各项活动,推动文明 实践中心建设工作不断发展。我们一是要建立通俗理论宣 讲团、文明新风宣教团、优秀文化传播团三个文明实践宣 讲团。精心筛选聘任理论功底深厚,工作经验丰富的干部 为讲师,以新时代中国特色社会主义思想、社会主义核心 价值观和弘扬传承中华优秀文化等容为重点,大力开展宣 讲活动,培育文明乡风、良好家风、淳朴民风。二是要打 造一支常驻群众身边的万名志愿服务队伍。推动文明实践

  活动常态化、持续化开展。我们要组建成立**市新时代文明 实践志愿服务总队,总队长由市委书记担任,副总队长由 市委组织部长和市委宣传部长担任。在我市已注册 9711 名 志愿者的基础上,各职能部门要分别按照政策宣讲、普法 宣讲、道德宣讲、文化惠民、医疗服务、技能培训、科普 教育、文化创作、乡土专家、健身服务、文明示引领等志 愿服务容,组建市级新时代文明实践志愿服务队伍,各部 门负责组建成立的志愿服务队由部门主要负责同志担任队 长。三是要打造好实践点。要依托和发挥文物旅游景点、 文化馆、图书馆、博物馆、青少年活动中心、体育场馆等 各类具有教育和展示功能的场所,打造一批各具特色的实 践活动点,为全市文明实践活动提供场地保障。

  第四个“一”是开展一系列活动。通过开展一系列的 文明实践活动,大力弘扬共筑美好生活的时代新风,着力 培养担当民族复兴大任的时代新人。一要开展好“我们的 节日”主题活动。要抓住中华传统节日丰富的文化涵和周 期性、民族性、群众性的特点,推动着中华文化历久弥 新、不断发展壮大。每年精心组织策划一批群众喜闻乐 见、传递先进文化的群众文化文艺活动。筹办好农民春 晚、元宵灯展、清明追思、端午文化、中秋话团圆、烈士 纪念日、重阳敬老等主题活动,不断丰富群众健康文化生 活。二是要开展好先进典型评树活动。在全市开展“最

  美”系列评比活动,广泛开展“最美工匠” “最美医生” “最美护士” “最美家庭” “最美青年”等评选,持续开 展最美故事、最美人物巡讲活动,开展好邻居、好媳妇、 好公婆等评选活动,大力倡导社会主义道德,引导广大群 众向上向善、孝老爱亲,重义守信、勤俭持家。三要开展 文化惠民活动。要建设好文化基础设施,在全市已有的农 家书屋基础上,提升打造一批城市书房、百姓书屋,满足 群众的日常需求。要开展好文化活动,经常性开展乡村广 场舞、地方戏曲会演、群众体育比赛等群众乐于参与、便 于参与的文化活动,让群众在多姿多彩、喜闻乐见的文化 活动中,获得精神滋养、增强精神力量。要打造好**文化品 牌,创作出一批能体现**地域特色、文化涵的文化精品,展 现**传统文化、乡土文化、现代文化,让市民接受文化熏, 增强家乡自豪感。

  第五个“一”是抓好一个结合。文明实践中心建设是 精神文明建设的一个重要抓手,在推进文明实践工作的过 程中,要注重和现有工作载体相结合,实现联动推进、互 相促进。一要注重与省级文明城市创建的结合。文明实践 中心建设工作本身,就是省级文明城市创建的一个有效载 体,为此,我们在具体工作中要注重两项工作的相互结 合。要全面推进基础设施整治提升、窗口单位服务提升、 文明细胞创建、城市志愿服务、公益宣传等省级文明城市

  创建工作任务,以省级文明城市创建工作的深入开展,带 动新时代文明实践中心建设的深入推进。二要注重与移风 易俗工作的结合。要把移风易俗工作作为文明实践中心建 设的重要突破口,破除规陋习,弘扬文明新风,以移风易 俗改革成效体现文明实践中心建设成果,特别是要结合文 明实践活动,针对红白喜事大操大办、厚葬薄养等不良风 气,加强宣传引导,发出倡导、发出声音、发出号召,引 导农村群众自觉抵制腐朽落后思想的侵蚀,从源头上消除 不良风气的生存土壤。

  三、凝聚合力,确保圆满完成新时代文明实践中心建 设任务

  建设新时代文明实践中心,是政治任务,更是光荣使 命。全市上下要进一步增强大局意识、责任意识,以更好 的状态、更实的作风、更有效的举措,通力协作、密切配 合,切实把新时代文明实践中心各项工作抓紧、抓实、抓 出成效。主要要在三方面狠下功夫:

  第一,要在压实责任上狠下功夫。各镇办、各部门要 把此项工作作为当前一项重要工作,全面落实责任。一是 市级层面,市新时代文明实践中心要发挥好统筹协调作 用,建立联席会议制度,定期召开会议研究推进,特别是 市委宣传部作为牵头部门,要切实负起组织实施的责任, 研究制定详细可行的工作计划,着力推动各项工作落地见

  效。要尽快成立新时代文明实践中心建设督导组,定期到 有关部门、各镇办、村(社区)开展新时代文明实践督查 与指导。二是在镇级层面,主要领导要高度重视、亲自主 抓,把新时代文明实践工作与其他重点工作结合起来,密 切配合、通力协作,尽快研究制定本辖区的工作计划,抓 紧启动实施。三是在村级层面,要根据基层群众生产生活 的实际需要,运用好本地的资源优势,建好用好村新时代 文明实践站,组织开展群众喜闻乐见的各类活动,丰富百 姓文化生活,提振群众的精气神,打通新时代文明实践的 “最后一公里”。

  第二,要在特色创新上狠下功夫。新时代文明实践中 心建设工作没有现成的经验可以套用,大家都在摸着石头 过河,因此,各镇办、各部门必须要进一步解放思想,自 觉担负起举旗帜、聚民心、育新人、兴文化、展形象的使 命任务,守正创新、立破并举、担当作为,拿出一批自己 的特色和亮点。一方面要发挥特色优势。各镇办、各部门 要充分结合本辖区、本部门的实际,用好自身的优势,打 造自己的特色品牌。另一方面要注重工作创新。要在制度 设计、阵地建设、活动方式等方面积极进行创新,不搞千 篇一律,不搞照搬照抄,大家要结合各自特点,有创造性 地开展活动,努力形成独具特色的文明实践品牌。

  第三,要在氛围营造上狠下功夫。新时代文明实践中 心建设工作时间紧,任务重,必须要把氛围造浓,最大限 度地动员广大干部群众参与。一要广泛宣传发动,综台运 用网络、电视、报纸、宣传栏等各类宣传载体和文化阵 地,高密度、全方位、大力度地加强对新时代文明实践中 心建设工作的宣传报道,让文明实践中心建设工作家喻户 晓,努力营造各级重视、各界支持、群众参与的良好氛 围。二要强化正面引导,及时总结推广各镇办、各部门开 展文明实践活动的有效做法和鲜活经验,使大家学有榜 样、赶有方向,切实发挥先进典型引领示作用,不断提升 文明实践活动的影响力和感染力。三要注重提炼总结,要 善于提炼总结我们在新时代文明实践中的好经验、好做 法,及时向上级部门和媒体报送,生动反映活动带来的新 气象新成效,反映农村群众的新生活新风貌,为开展文明 实践中心创建提供“**样板”。

  The question of GDP and its usefulness has annoyed policymakers for over half a century.Many argue that it is a flawed concept.It measures things that do not matter and misses things that do.By most recent measures,the UK’s GDP has been the envy of the Western world,with record low unemployment and high growth figures.If everything was going so well,then why did over 17 million people vote for Brexit,despite the warnings about what it could do to their country’s economic prospects?

  A recent annual study of countries and their ability to convert growth into well-being sheds some light on that question.Across the 163 countries measured,the UK is one of the poorest performers in ensuring that economic growth is translated into meaningful improvements for its citizens.Rather than just focusing on GDP,over 40 different sets of criteria from health,education and civil society engagement have been measured to get a more rounded assessment of how countries are performing.

  While all of these countries face their own challenges,there are a number of consistent themes.Yes,there has been a budding economic recovery since the 2008 global crash,but in key indicators in areas such as health and education,major economies have continued to decline.Yet this isn’t the case with all countries.Some relatively poor European countries have seen huge improvements across measures including civil society,income equality and environment.

  This is a lesson that rich countries can learn:When GDP is no longer regarded as the sole measure of a country’s success,the world looks very different.

  为进一步加大政法工作的宣传力度,增强公众对政法工 作的认知度和满意度,提升公众的安全感,助推幸福 XX 建 设,现就做好近期全区政法工作宣传制定如下方案:

  4.从 11 月中旬开始至 2013 年 1 月底,各媒体对政法 工作进行动态宣传报道,重点反映政法系统在化解社会矛 盾、推进社会管理、关注社情民意等方面所做的工作。报道 可以现场短新闻、记者手记、花絮等形式鲜活展示。

  5.从 11 月中旬开始至 201 3 年 1 月底,各媒体要相对 固定版面、固定时间,对法律法规知识、如何防盗抢、远离 黄赌毒、道路交通安全知识、执法、司法及法律服务等政法 小常识进行宣传,从而提高群众对政法工作的知晓率,提高 政法干警服务群众的能力和水平,提升公众的安全感、对政 法工作的满意度。

  6.XX 广播电视台“民生直通车”、“法治 XX”、“XX 交通 音乐广播-时尚 8 79”、赣西晚报、XX 广播电视报等民生类 报刊栏曰时段频率要结合本报本栏目的特点,加大对政法工 作的宣传力度,做到群众喜闻乐见。

  7.XX 新闻网、中国 XX 网、XX 传媒网和各地各部门各 单位网站网页在集纳区属媒体图文音视报道的同时,还要以 留言、网帖、博文、微博等形式,开展互动交流活动,浓厚 宣传舆论氛围。

   (二)社会宣传 1.从 11 月 1 3 日开始,区城管局、区银监局、区工商 局、XX 日报社等部门单位要安排所辖的区内各电子显示屏滚 动播放有关政法工作宣传标语;区交通局、XX 车务段、区汽 运总公司要利用车载和站内电子显示屏滚动播放有关政法 工作宣传标语。

  2.XX 手机报要对 XX 日报、赣西晚报的相关报道进行转 载,还要结合实际,对政法工作进行大容量、不间断的宣传 报道。

  3.从 11 月 1 3 日开始至 2013 年 1 月底结束,XX 电信、 移动、联通等区内电信运营企业通过短信平台向全区发送有 关政法工作公益宣传短信,确保每周不少于 2 条。

  4.各地各部门各单位要结合自身实际,充分利用板报、 墙报、简报、宣传栏、户外宣传牌、楼宇电视等多种宣传工 具,对政法工作进行广泛宣传,营造浓厚氛围。
